The Village of Franklin held a Recreation Commission meeting on March 27, 2024, at the Village Hall office (141 Water Street) at 6:00PM. Present: Mayor Tom Briggs, Trustee/Mayor Elect VanDeusen, Trustee Wilson, Trustee Elect Martin, Clerk/Treasurer Niebanck, Deputy Clerk Martin, and guests recorded on the sign-in register. The meeting was streamed and recorded on the video platform Zoom.
Mayor’s Remarks: The Village Board has realized that there is too much opposition with a volunteer advisory committee for the Recreation Commission. After discussions with the Town Board, the Village has decided that the best approach is to disband the committee, and the Village Board will oversee the Recreation Commission. The Village Board will hire a paid Pool Director and paid Field Sports Director, both of whom will report to the Village and Town Boards (a description of the program was handed out to attendees). They would be hired as Recreation Leaders according to Delaware County job description and be paid $2500/season. The Village Board will communicate with the Town Board and Town Representative (Heather Ross).
Help Wanted: advertisement for both positions will run in the Walton Reporter for two weeks. Applications can be obtained from the Village Clerk and must be turned in by April 19.
Pool Maintenance: has typically been performed by the Village Superintendent of Public Works/Water Superintendent. The Pool Director/Village board may consider hiring a part-time maintenance person when preparing the Recreation Commission budget.
Funding: support may come from the NYS Office of Children and Family Services. Youth Sports funding – 3 page application; Delaware County Youth Bureau has funding as well.
Treasurer’s Report: all accounts were consolidated into a business checking account at Wayne Bank which receives 5% interest; the current balance in the account is $56,365.80.
The Village Board and Town Representative will interview candidates for Recreation Leader positions.
Mayor Briggs adjourned the meeting at 6:54PM.
