Village of Franklin NY minutes of the August 2, 2023 Special Meeting.

The Village of Franklin held a special meeting on August 2, 2023, at the Village Hall office (141 Water Street) at 3:00PM. The purpose of the meeting was to discuss dump policy. Present: Mayor Tom Briggs, Trustee Wilson, Trustee VanDeusen, Clerk/Treasurer Niebanck, Deputy Clerk Martin, Superintendent Kingsbury and guests recorded on the sign-in register. The meeting was streamed and recorded on the video platform Zoom.

Correspondence: Mayor received an email from NYCLASS re: banking for municipalities offering 5% interest; conservative with investments; Trustees will look over the information. Tabled until regular Board Meeting.

Dump Policy

  • Superintendent caught one person who was dumping illegally
  • Hours could be M-F from 8am to 3pm and S-S from 10am-4pm.
  • Chemung Supply could make a sign for the gate with operating hours
  • Jason will open/close on weekdays and Board/Clerk will open/close on weekends.
  • postpone putting up a camera
  • Keys will be made for the gate
  • Jason will put down two rolls of landscaping wrap for the side trail
  • Clerk will post notice with hours (and reasons for) on website and around Village
  • If someone needs to access in evening, they will need to make appointment with a Board Member
  • Clerk passed out email from Village attorney regarding illegal dumping state laws
  • Do we need a local law? Clerk will research local laws and ask NYCOM for examples
  • Should specify that nothing other than brush/grass coming from Village properties may be dumped; be specific about size of trees/trunks/limbs – 4” or less in diameter.

Boulder Oil: provided a quote of $3.599 per gallon capped. VanDeusen moved and Wilson seconded purchasing fuel oil at that amount from Boulder Oil. So passed.

RestoreNY: Mayor had scheduled a meeting with them to review grant submittal.

Annual Financial Report: Clerk submitted 2022-2023 reports on time for Recreation Commission and Village.

Department of Health: came to the pool and passed inspection, except no TP in bathroom and no hot water in pool house; Wilson is researching hot water heaters.

Lawn Tractor: minimum bid should be $400.

New Truck: Jason received email from RAM stating that the truck is built and waiting for it to be shipped. The old truck could go on Auctions International or out for bid.

Speed Signs: Wilson will check out the signs in Cherry Valley; he has the paperwork to be submitted to DOT.

Citizens’ Comments: Who is responsible for cleaning out storm drains and weeds next to curbs, the Village or resident? Since they are in the street, the Village is responsible and will take care of weed whacking and cleaning out storm drains.

Mayor Briggs adjourned the meeting at 3:42PM.
