Village of Franklin NY minutes of the January 9, 2023 regular board meeting.

The Village of Franklin held two (2) Public Hearings and its regular board meeting on January 9, 2023, at the Village Hall office (141 Water Street) at 7:00PM. Present: Mayor Tom Briggs, Trustee Wilson, Trustee VanDeusen, Clerk/Treasurer Niebanck, Superintendent Kingsbury and guests recorded on the sign-in register. The meeting was streamed and recorded on the video platform Zoom.

Public Hearing for RestoreNY Grant: Glenn Nealis in attendance; seeking to submit application on 23rd; application is online. Per letter of intent, projected costs $2.6M; Maximum grant award of $2M; Buildings at 450, 444, 438 Main Street with complete interior and exterior renovations as well as private/shared use septic system for the buildings. Village can reapply if not awarded.

Public Hearing for Local Law No. 1 2023: A local law to prohibit smoking on Village property. No comments.

Minutes: Minutes of the December 12, 2022 meeting: VanDeusen moved and Wilson seconded that minutes of December 12, 2022 be approved. So passed.

Wilson moved and VanDeusen seconded approval of Treasurer’s Report of December 31, 2022. So passed.

Citizens’ Comments: none.

Correspondence: 1) NY HCR re: Grant Agreement 12 Month Completion Notice. 2) NYS DOL re: Record Keeping Requirements for 2023 occupational injuries and illnesses.

Clerk’s Report: Need to order new stop sign for crossing guard.

Superintendent’s Report: 1) new toilet installed 2) water leak at 375 Main, Steven’s Excavating came, put in new meter and curb stop 3) 447 Main also had water leak; they are getting a plumber and will check meter. 4) Taggart put in new heater. 5) Grant for Stone Hall? 6) Has not yet talked to M. Abate about water meter. 7) Will replace meter at West Street residence.

Old Business

Restore NY Grant:. (Copy of resolution is attached and was read by Mayor – see below) VanDeusen moved and Wilson seconded adoption of resolution to authorize submission of an application to NYS Empire State Development for Restore NY round VII funding. Glenn Nealis has permission to apply on behalf of Village of Franklin. So passed. It will be property owner’s responsibility to undertake project; Village is recipient and provides funding when property owners fulfill requirements of project. Property owners must demonstrate they have the funding for half before they can receive funding.

CDBG Update: time to authorize Village to advertise for bids for water tank; design submission this month; bidding mid-February and award in March. Wilson moved and VanDeusen moved to authorize the Village to go to bid for the project. So passed.

Village Website: Helen is looking through pictures to add; can add other items at any time.

Smoking Ordinance: VanDeusen moved and Wilson seconded adopting Local Law No. 1 2023 to prohibit smoking on public property within the Village of Franklin. So passed. Clerk will submit to State of NY.

Short Term Housing in Franklin: Regulations should be considered; possibly a permitting process. VanDeusen will type up a review and sample of regulations. Tabled.

New Business

Disposition of Village Property: Mayor has list of properties owned by the Village, including Bissel Springs 97.1-7.2. Is there reason to own this property anymore? Mayor, Trustees, and Superintendent will take a look at the property. Tabled.

Mayor’s Vacation: Feb 14 to March 8; appoints John Wilson as deputy mayor.

Around Town: Easter Egg hunt and pancake breakfast scheduled for Palm Sunday.

Approval of Bills: VanDeusen moved and Wilson seconded approval to pay bills. So passed.
